Q: Will the city of Wheeling taxpayer ultimately be responsible for the debt?
A: No. The CVB has committed $1.5 million in future hotel/motel bed tax revenue to pay for the acquisition and public safety upgrades at the Capitol Theatre. Bed tax revenue is collected from visitors who stay in Wheeling area hotels and motels not from Wheeling taxpayers. According to the ERA study, new tourism activity associated with the reopened Capitol Theatre will also generate local and state tax revenues (primarily sales and bed tax). On an annual basis, ERA estimated visitor expenditures attributable to the reopened theater will generate between $173,739 (baseline) and $226,366 (optimistic) in city and state tax revenues each year. It is important to note that these are direct tax impacts and does not account for increased rounds of spending in the area.
